🇷🇺🇺🇦⚡️ — Russia’s spending on the war in Ukraine is projected to exceed the 2026 budget by at least 2 trillion rubles ($28 billion), according to a letter from Finance Minister Anton Siluanov seen by the Financial Times.
The letter warned the overspend could rise to 4 trillion rubles ($56 billion), a “negative scenario," and projected similar 4 trillion ruble overruns in both 2027 and 2028.
To offset the costs, the Finance Ministry proposed freezing trillions of rubles in non-military spending over the next three years.
Russia had originally planned a 2026 budget deficit of 3.8 trillion rubles ($53 billions), but the deficit has already reached 5.9 trillion rubles ($83 billion) — around 2.5% of GDP — in the first four months of the year, marking the country’s largest fiscal shortfall since the full-scale invasion began in 2022.
